This statue is outside the Supreme Court in Illinois. I am sure there is a story behind it, but doesn't it look like Justice is slacking, but sitting and not holding her scales?

Actually, Justice looks a little perturbed.
As a fellow member of the bar, I think that Justice looks bored silly, perhaps sitting through one of the courts' interminable delays. Justice delayed, as they say, is Justice denied.
